What to Do Before You Outsource Software Development

Before you outsource software development, write the outcome, name the people who will live in the system, list the tools that must connect, and agree what the first production release will prove. Write the outcome, not a feature list

Start with the desk work that hurts: reporting that takes days, a process that lives in spreadsheets, a handoff that keeps breaking. The first release should make one of those things calmer.

A feature list without that outcome invites a build nobody uses.

Name the users and the systems around them

Who logs in every day? What must the software talk to (finance, identity, a field tool, a government portal)? Constraints belong in the first conversation, not after a demo.
